The Institute of Urban & Regional Development at the University of California, Berkeley, is seeking an Assistant Project Scientist to assist faculty researchers on a state-wide land use study. The goal of this research is to identify which state and local land use laws are the proper focus of reforms to increase housing supply in California. The study uses a mixed method research approach, drawing on qualitative field interviews and project-level data from jurisdictions across California. The Assistant Project Scientist serves as a core member of the research team, providing support for project-level data collection and data analysis and assisting in research dissemination strategies. The Assistant Project Scientist will also assist, support and collaborate with a team of undergraduate student researchers and coordinate work-flows across the team of 20+ undergraduate and graduate students. The candidate will perform work under Moira O'Neill and Eric Biber.

Appointment length:

This is a twelve month, 50% time appointment with the possibility of extension subject to performance and budgetary approval. Anticipated start: April 2020.

• Assist Principal Investigator and Co-PI with entitlement data collection, primary data collection including key informant interviews.
• Summarize local land use law relevant to selected jurisdictions.
• Perform content and data analysis, including reviewing all final documentation and performing legal analysis of documents.
• Coordinate directly with city planning staff to request project lists, and to vet preliminary analysis.
• Assist with drafting and disseminating professional reports, articles and other writings to share findings.
• Supervise assistant specialists, graduate student researchers, and undergraduate research apprentices to ensure that deadlines and milestones are being met on time.
• Build and implement research protocols (approved by Institutional Review Board for Human Subjects).
• Some research related travel within the State of California may be required.

Basic Qualifications (At time of application):
• Ph.D., JD, or equivalent international degree at time of application.

Additional Qualifications (by start date):
• At least year 2 years of research experience

Preferred Qualifications:
• Ph.D., JD, or equivalent degree in Urban Studies or in a related field.
• Experience with designing research methods that extract data through public portals that provide residential development information.
• Experience with recruiting and conducting interviews with high level stakeholders, including local public officials.
• Experience with qualitative data and content analysis using social science research methods.
• Experience with relevant software and databases, including R and MaxQDA.
• Experience with summarizing land use and entitlement processes within California cities
• Experience coordinating with city planning staff and city attorneys to obtain residential development lists
• Professional land use development experience
• Law school coursework in land use law or related subject matter.
• Two years of experience designing spatial analysis methodologies using raster math, density mapping, interpolation, remote sensing, multi-criteria evaluation, spatial statistics, network analyses, participatory GIS, and geographically weighted regression.
• Professional experience in the urban planning field preferred.
• Demonstrated capacity to train and supervise undergraduate and graduate student researchers.
• Experience with qualitative data and content analysis using social science research methods.
• Experience with relevant software and databases, including Excel, R, MaxQDA, GIS, and Adobe CC suite
