About the College of Public Policy

Established in 2019, HBKU’s College of Public Policy (CPP) offers three master’s degree programs — Master of Public Policy (MPP), Master of Social Policy and Program Evaluation, and Master of Global Health Policy — as well as executive programs in collaboration with the Graduate Institute of International and Development Studies in Geneva.

The College aims to empower the next generation of ethically grounded public leaders in Qatar and beyond by providing an inclusive and diverse learning environment that promotes excellence, integrity, respect, and fairness. All faculty members are active in research addressing national and global challenges and policy priorities.

The Master of Public Policy (MPP) program has earned triple accreditation from:

  • The Network of Schools of Public Policy, Affairs, and Administration (NASPAA)

  • The European Association for Public Administration Accreditation (EAPAA)

  • The International Commission on Accreditation of Public Administration (ICAPA)

It is the first MPP program in the Gulf region and only the second in the Middle East and North Africa (MENA) region to achieve this recognition. The College is also exploring the development of a PhD program.


Position Overview

HBKU invites applications for the position of Associate Professor in the College of Public Policy. The successful candidate will conduct teaching, research, and service in support of HBKU’s mission to be a world-class research university. The appointee will collaborate with faculty members and students to build a vibrant academic community that contributes to the development of Qatar and the region by advancing knowledge and human capacity in public policy and related fields.


Key Responsibilities

  • Conduct assigned courses and seminars to contribute to student learning.

  • Supervise independent study activities and serve as an academic advisor.

  • Participate in and chair university and college committees.

  • Conduct and publish research in the field of specialization; seek external funding and supervise graduate theses and research projects.

  • Participate in curriculum development and render service to the professional or lay community relevant to the academic specialty.

  • Disseminate research findings through publications, conferences, and scholarly presentations to enhance HBKU’s reputation.

  • Perform other reasonable tasks as assigned by the Dean or the University.


Qualifications and Experience

  • Ph.D. or terminal degree from an accredited university in public policy, evaluation, or a related field.

  • 6–8 years of relevant full-time university teaching and research experience with evidence of increasing professional maturity and productivity.

  • Demonstrated proficiency in teaching, student supervision, curriculum, and program development.

  • Research and scholarly achievements commensurate with the rank of Associate Professor at a major research university.

  • Evidence of active participation in scholarly and academic affairs of a university or professional society.

  • A growing portfolio of scholarly work (funded research, publications, intellectual property/patents) comparable to peers at leading research universities.

  • Evidence of a developing regional and international reputation in the scholarly discipline.

  • Ability to work effectively with diverse groups, cultures, and communities.

  • Demonstrated collaboration and networking skills within HBKU and with partner institutions in both teaching and research.

  • Track record of engagement with policy stakeholders at national and international levels.

  • Arabic language proficiency is an advantage.
